The tone of the story is very different from their previous Bat-tales in that it is a caper and adventure first, with the mystery taking a back seat. Stewart really steps things up for this series and gives When in Rome a beautiful, painted aesthetic that looks great no matter what is going on. Gregory Wright and Bjarne Hansen handled the colors on the previous Loeb/Sale DC collaborations and did a wonderful job. One of the biggest differences from the other Loeb/Sale team-ups was the addition of Dave Stewart on colors. Loeb introduces some interesting new characters, and they fit right into the world he carved out of Batman's past, as if they were always part of the Bat-Universe. As readers of the other stories can imagine, if I were to give away too much more, it would ruin half the fun of the twists in the story. Needless to say, she makes some enemies in the course of the story, and of course there are the requisite surprise guests that appear.
Selina decides she needs a vacation and travels to Rome to meet up with some people she hopes will shed some light on revelations made about Carmine Falcone's past in The Long Halloween. When In Rome opens with Selina Kyle and Edward Nygma (her sidekick for this story) traveling from Gotham City to Italy.
At the time the story takes place in the Batman continuity, Catwoman still qualifies as a villain, and Loeb crafts a story that plays off that while still making her the protagonist.
